Social dialogue as the foundation of the cement industry’s transformation

On 14 October at the Chełm Cement Plant and 21 October at the Rudniki Cement Plant, Cemex Polska, a supporting member of CCUS Poland, held its annual dialogues with local communities. These meetings, organised for over a decade in line with the international AA 1000 SES standard, provide a platform for open exchange and mutual understanding between the company and its local stakeholders. Their purpose is to build trust, address community expectations, and foster long-term cooperation between industry and local communities.

This year’s edition placed a special focus on carbon capture, utilisation and storage (CCUS) – a technology seen as crucial for the decarbonisation of the cement sector. Dr. Paweł Gładysz, President of the CCUS Poland Association, delivered a presentation outlining the current state of CCUS development in Poland and the challenges and opportunities associated with its implementation in the cement industry.

Social dialogue involving local authorities and residents is a key condition for the development of carbon capture technologies in Poland. It builds trust, aligns expectations among stakeholders, and – most importantly – accelerates the investment decisions that are so urgently needed today. CCUS technologies offer a real opportunity for regional stability, allowing cement plants to remain competitive, safeguard supply chains, and create new jobs – from the design and construction of infrastructure, through plant operation, to related services,” emphasized Dr. Paweł Gładysz.


The participation of CCUS Poland in Cemex Polska’s stakeholder dialogues exemplifies a partnership-based approach to industrial transformation, where technological innovation goes hand in hand with social responsibility and open communication. Such initiatives demonstrate that engaging local communities is an essential element on the path towards climate neutrality in the Polish cement sector.
